Pre-Planning Advice
The EAP section provides pre-planning advice to the general public on the suitability of land parcel for various types of developments', that is residential, commercial or tourism.
From there on the developer would have to submit a detailed application to Planning Authority.
Reclassification Request
The EAP section receives request from the planning authority. This is a process of which the owner of the parcel wishes to develop his property, but the property is classified as a forest reserve or is within the national park boundaries. The parcel will be assessed and the report will be forwarded to planning authority with recommendations.
SIB (Seychelles Investment Bureau) Proposal
SIB Proposal or Projects memorandum (as often referred too) are most of the time commercial projects, which ranges from restaurant, hotels, self-catering, boat charters to several other projects. The EAP section views this request and revert back to SIB with their recommendation.
Environmental Impact Assessment Class 1
Class 1 projects deals with large scale projects such as hotels or any other big development that will have great impacts on the environment. An EIA process involves meetings with the different relevant stakeholders as well as with the public, to obtain their opinions on the proposals, which is then followed by a large scale analysis of the natural, social and even economic aspects of the area. Based on the analysis, the promoter will be given certain conditions to abide to, and if everything goes smoothly they are given a notice of acceptance, the last step of the EIA process.
Planning Application Class 2
Planning Application consists of detailed drawings of developments submitted by the public/ government to Planning Authority. A copy of the detailed plan is forwarded to the EAP section for Assessment.

The officers within the EAP section conducts site visits. On site the officer will have to determine if the development will cause any negative impacts on the Environment or not. The report is then forwarded to Planning Authority. Thereon the planning authority communicates with the developer.
Container Permit
Request for placement of a container on any plot of land is subjected to a formal letter. The applicant must attach a copy of the approved development. The applicant must also provide proof that he is the owner of the land.
Complaints
The EAP section also conducts site visits in regards to any Environmental issue that are reported by the general public.
Monitoring of Ongoing Developments
The EAP section conducts monitoring visit, to ensure that the development is as per approval. Monitoring is also done to ensure that mitigating measuring are taken by the developer; such as:
- Adequate mitigate measures should be taken on site to prevent sediments wash down so as not to affect neighboring properties.
- All plastics, rubber, glass, synthetic and other inorganic waste, construction and demolition waste should not be dumped into the nearby properties but should be sorted out at source and appropriately disposed at the designated waste disposal site.
- Onus is on the developer to minimize nuisance by reasons of noise, smell/dirt/dust and fumes to any adjoining properties.
- No open fire should be lit on site without a valid burning permit being sought from the Forestry Section of the Environment Department.
- Normal working hours is to be strictly maintained, i.e. 0800hours to 1600hours during weekdays, 0800hours to 1300hours on Saturdays and strictly no work on Sundays and public holidays.
